Add multilingual support (Japanese and English) #251

Overview

The LISMOA admin interface now supports switching between Japanese and English. Language settings are stored on a per-user basis and can be changed from the Settings > Profile page. For users who have not explicitly set a language, the default language of Chrome or the operating system will be used.
